A developer-written bill calls on the Najavo Nation Council to approve “Grand Canyon Escalade”, a resort located above the sacred confluence of the Colorado and Little Colorado rivers, including a tramway to carry up to 10,000 tourists a day to the bottom of Grand Canyon. The bill would establish Confluence Partners, LLC (Scottsdale-based partner R. Lamar Whitmer, Albert A. Hale, and eight other non-residents) as exclusive developers and operators.
